ISR Excellence: How Dalur JSC Is Rewriting the Rules of Green Mining

Dalur, JSC (Joint Stock Company) stands as a beacon of innovation and environmental stewardship in the uranium mining industry. As Russia's first enterprise to utilize the In-Situ Recovery (ISR) method, Dalur has set a global standard for environmentally responsible uranium extraction. A subsidiary of Rosatom Minerals, JSC, which is part of the larger Rosatom State Atomic Energy Corporation, Dalur ensures a reliable supply of natural uranium for Russia's nuclear energy sector, while setting a global benchmark for ethical and eco-conscious mining.

A Legacy of Innovation and Environmental Responsibility

The story of Dalur begins with the discovery of uranium deposits in the Trans-Urals region between 1979 and 1991. These deposits, characterized by their suitability for ISR mining, laid the foundation for a new era of uranium extraction. Industrial operations commenced at the Dalmatovskoye deposit in 1997, marking the beginning of a journey that would redefine uranium mining. The Khokhlovskoye deposit followed in 2019, after years of meticulous pilot work starting in 2007. Most recently, the Dobrovolnoye deposit began pilot production in March 2025, with the successful commissioning of main process equipment and the adjustment of process automation systems. This expansion is expected to create approximately 300 new jobs in the Kurgan Region, further solidifying Dalur's role as a key economic driver in the area.

The ISR method, which Dalur has perfected, is a game-changer in the mining industry. Unlike traditional open-pit or underground mining, ISR does not require the removal of large amounts of earth, nor does it generate massive waste piles. Instead, it involves injecting a leaching solution into underground uranium-bearing formations, dissolving the uranium, and then pumping it to the surface for processing. This method ensures that natural radioactivity remains deep underground, significantly reducing the risk of exposure to workers and the surrounding environment. According to the International Atomic Energy Agency (IAEA), there have been zero recorded cases of radiation sickness among personnel working in ISR mines worldwide over the past 50 years—a testament to the safety and efficacy of this method. Notably, Dalur, JSC has maintained a zero-accident record throughout its operational history—a testament to its rigorous safety protocols.

Commitment to Environmental and Radiation Safety

Dalur's commitment to environmental and radiation safety is unwavering. The company employs a comprehensive monitoring system to ensure that its operations do not harm the environment or local communities. Preventative measures include sealing decommissioned wells, responsibly removing waste fluids, and safeguarding against groundwater contamination. Extensive radioecological monitoring is conducted regularly to ensure that production sites and surrounding areas remain safe for both workers and residents. Dalur's adherence to Russian legislation on the rational use and protection of subsoil resources further underscores its dedication to sustainable mining practices.

Transparency and Community Engagement: Building Trust Through Open Dialogue

Transparency and community engagement are at the heart of Dalur's operations. In 2017, the company established the Dalur Information Center in Zverinogolovskoye, providing local residents with easy access to information about uranium mining and its impact on the environment. The center serves as a hub for education and dialogue, hosting regular roundtable discussions, public meetings, and facility tours. These initiatives allow residents to interact directly with Dalur experts and representatives from Rosatom Minerals, JSC, fostering trust and ensuring that the public remains well-informed about the company's activities.

Dalur's efforts to engage with the community go beyond mere information sharing. The company actively listens to the concerns and needs of local residents, incorporating their feedback into its operations. This open and collaborative approach has helped Dalur build strong relationships with the communities in which it operates, ensuring that its presence is not only accepted but welcomed.

Coexisting with Agriculture: Mining and Farming in Harmony

Dalur, JSC’s operations are a testament to how modern mining and agriculture can thrive side by side. Nestled alongside vast farmlands in the Kurgan Region, Dalur’s ISR method ensures minimal disruption to the surrounding agricultural activities. Unlike traditional mining, ISR requires no open pits or waste piles, preserving the integrity of the soil and allowing farmers to continue cultivating their fields uninterrupted. Rigorous environmental monitoring guarantees that groundwater and soil remain uncontaminated, safeguarding both crop health and livestock.

The partnership between Dalur and local farmers extends beyond coexistence. The company actively sources fresh produce from neighboring farms for its employee canteen, creating a sustainable supply chain that supports rural livelihoods. This collaboration not only bolsters the local economy but also fosters a sense of shared purpose. As one farmer noted, “Dalur’s presence has brought stability—our land stays productive, and their support helps our businesses grow.” By integrating into the agricultural fabric of the region, Dalur demonstrates that responsible mining and thriving farms are not just compatible—they can mutually prosper.

Corporate Social Responsibility: Investing in People and Communities

Dalur, JSC is not just a mining company; it is a catalyst for social and economic development in the regions where it operates. The company's corporate social responsibility (CSR) initiatives are a testament to its commitment to improving the quality of life for local residents. One of the most notable examples is Dalur's investment in housing for 24 young professionals. Recognizing the challenges faced by new employees in finding affordable housing, the company has built modern, comfortable homes, ensuring that its workforce can live and thrive in the communities they serve.

Education is another key focus area for Dalur. The company has undertaken the full renovation of local schools and kindergartens, providing children with safe, modern learning environments. These efforts not only benefit current students but also lay the foundation for a brighter future for the next generation. By investing in education, Dalur is helping to create a skilled and knowledgeable workforce that will drive the region's development for years to come.

Dalur also places a strong emphasis on promoting a healthy and active lifestyle. The company has funded the construction of sports facilities and regularly sponsors local competitions, encouraging residents to engage in physical activity and fostering a sense of community. These initiatives have had a profound impact on the well-being of local residents, contributing to a healthier and more vibrant society.

Global Recognition and a Vision for the Future

Dalur's commitment to quality and environmental management has earned international recognition. The company holds ISO 9001:2015 and ISO 14001:2015 certifications, which attest to its adherence to global best practices in quality and environmental management. Independent audits by Fortum Corporation (Finland), Vattenfall Nuclear Fuel AB (Sweden), and TÜV NORD (Germany) have further confirmed Dalur's compliance with the highest international standards.

As the world transitions to cleaner energy solutions, the demand for uranium is expected to grow, and ISR mining is poised to play a central role in meeting this demand. Projections indicate that by 2025, 60% of global uranium mining will be ISR-based. With its pioneering approach, strong safety record, and unwavering commitment to sustainability, Dalur, JSC is not just keeping pace with this trend—it is leading the way.

A Model for the Future of Mining

Dalur, JSC is more than a mining company; it is a model for how responsible, community-driven mining can and should be done. By prioritizing environmental protection, radiation safety, and community engagement, Dalur has set a new standard for the industry. Its investments in housing, education, and sports facilities have transformed the lives of local residents, demonstrating how industrial progress and community empowerment can coexist.

As the world embraces uranium for a greener future, Dalur’s model offers inspiration—proving that mining can be a force for environmental and social good.
